 Finance Secretary Carlos G. Dominguez III said in a statement that the passage of the Rice Tariffication Law (RTL) in 2019 played a pivotal role - especially at the time of the COVID-19 pandemic - benefiting both the Filipino consumers and farmers.While rice has become more affordable reducing retail cost by up to P7 per kilo, RTL sees to it that rice farmers will not be on the losing end, thus the creation of the P10-billion Rice Competitiveness Enhancement Fund (RCEF), which will be poured exclusively to finance programs that will sharpen the competitiveness of rice farmers through easy access to certified seeds; mechanization; credit; and training.
