Implementation of the 18.22 kilometer concreting in Zamboangadel Sur started this July linking farm-to-market road from the municipalities of Josefina, Mahayag and Molave as I-BUILD subproject in the province through the Department of Agriculture’s Philippine Rural Development Project (DA-PRDP).
Ground works began this July after a series of ground breaking ceremonies were held last July 19 to 21 in nine barangays that the road concreting traverse. Provincial Governor Antonio H. Cerilles and Deputy Project Director Araceli Morano of PRDP’s Project Support Office led the ground breaking ceremonies.
DA9 Regional Director Constancio G. Alama disclosed that this infrastructure development is worth P197Million jointly funded by DA-PRDP, Provincial Local Government of Zamboanga del Sur and Municipalities of Josefina, Mahayag and Molave. It is titled as: “Concreting of (Provincial Road Junction) Gumahan-Diwan-Parasan-Mabuhay-Sudlon (National Highway Junction) Farm-to-Market Road.” Station “00” is at Barangay Gumahan of Josefina and it will end at the National Highway Junction in Sudlon, Molave.
Alamasaid that the Josefina-Mahayag-Molave FMR covers three barangays in Josefina, namely: Gumahan, Leonardo and Bag-ongTudela. InMahayag, only Barangay Diwan is covered but it accessed to several neighboring barangays. Molave has five barangays like Gonosan, Parasan, Mabuhay, Culo and Sudlon. A total of 7,559 households are directly benefiting from this road.
To date, the JMM is the second I-BUILD subproject funded by DA-PRDP in Zamboangadel Sur. The first is the Ramon Magsaysay-Tukuran(RMT) FMR with 11.78 kilometers amounting to P102.5 Million. Implementation started last February 17 with latest accomplishment of 13.98 percent. Contractor of these two subprojects is Mamsar Construction and Industrial Corporation with a joint venture of Fiat Construction Services.
PLGU Zamboanga del Sur has two other FMR concreting proposals now under procurement process. One is the Biswangan-Gasa in Lakewood covering 7.94 kilometers with the cost of P84.5 Million and another P171 Million for the 12.18 kilometers in Tigbao Municipality connecting Barangays Libayoy-Lacarayan to PoblacionNational Highway Junction.
By the completion of these four I-BUILD subprojects, a total of 50.21 kilometers of FMR will be concreted in Zamboangadel Sur at a total cost of P555 Million.
DA-PRDP is a World Bank assisted rural development project of the national government with DA as the lead implementing agency. For I-BUILD subprojects, the counter-parting scheme is 80-10-10 where 80 percent come from World Bank as loan proceeds; 10 percent from DA and the other 10 percent would be funded by the Provincial Local Government Unit (PLGU) availing the project.
In the case of Zamboangadel Sur, Municipal Mayors of Josefina and Molave claimed that MLGUs having barangays directly covered by the concreting give their cash counterparts to form part of the 10 percent PLGU counterpart.
I-BUILD stands for Intensified Building Up of Infrastructure and Logistics for Development, a component of PRDP that partners with LGUs in providing key infrastructure such as roads to improve road network from production area to the market to enhance efficiency of transporting agri-fishery products and reduce post-harvest losses.# (Remai S.
