Two awards given to Region IX DA-DAR-DENR-DILG Regional Convergence Initiative (RCI 9) during the recently National Convergence Summit (NCI) held in Vigan City, Ilocos Sur.
The Recognition for Successful Implementation of national Convergence Initiative for Sustainable Rural Development (NCI-SRD) was given to the municipality of Siayan, Zamboanga del Norte. Formerly the “poorest municipality” across the nation according to the National Statistics Coordination Board in 2003. Siayan since has dropped its poverty rate and has developed a growing economy and competing in agriculture with their famous product of rice and cassava wine, Pangase. The recognition was received by Siayan Mayor Flora Villarosa, where she also shared Siayan’s experience and success through convergence works.
Another Recognition received by RCI-9 convergence team for Completed CADP or Convergence Area Development Plan, as the municipalities Bayog, Dumingag and Kumalarang in Zamboanga del Sur, and Tungawan in Zamboanga Sibugay endorsed as new areas for Sustainable Rural Development.
During the summit, keynote speaker Senator Cynthia Villar encouraged key agencies to strengthen the goal towards rural and countryside development majority of the poor are in the rural areas where agriculture is the only primary source of income. Villar as well introduced the establishment of Farm tourism as open opportunity for rural development.
Four Agreements were signed during the Summit by DA Usec Ranibai Dilangalen, DAR Secretray Rafael Mariano, DENR Usec Jonas Leones and DILG Usec Austere Panadero for the consolidated Budget for the Ligawasan Marsh to source out Funds of Proposed Plans and Projects Outside of General Appropriations Act; to design NCI scholars of DA-DAR-DENR-DILG to be part of the Regional Technical Working Group; to adopt “one convergence area per region;” and to partner with Department of Tourism for farm tourism through Usec Silvino Tejada.
Representing Region IX were Ma. Isabel Lopez (DAR), Marie Mercedita Pascual and Irvin Kent Andalahao (DA), Celerina Flores and Cicelia Dayot (DENR).
Following the Summit will be the Mid-year Assessment set on July 21-22, 2017 in Bantay, Ilocos Sur. (MPascual/CCadiz)
